Brief description:

My neighbor called me around 6pm to ask if my guest had parked in his alley parking space. I looked but did not see any cars parked there nor had I had guests. He lives in a duplex and one of the units is currently unoccupied. I took the dogs for a walk a short time later, and when we returned, there was a car parked in the neighbor's space again. I could see the driver was smoking a cig. A tall dark man opened the passenger door and stepped out of the car. I hurried to try to take my dogs off leash, in case. When I did this, the man jumped back in the car and they took off. They may not have seen me in the shadow of the house until I let the dogs loose. I called the police which came right away. They discovered that a back window to the unoccupied unit was unlocked. My neighbor discovered that someone had removed the tightly wound bungie cords to his front gate (at least 2 minutes of work). But as far as anyone can tell, nothing else was taken or disturbed.

The man I saw was tall, dark, thin to athletic build. Was wearing a black winter hat with one fold over.

The car was probably a Ford Contour or Dodge Intrepid type of sedan and my neighbor and I agree it was probably a dark red color. We both think we have seen it around this neighborhood.
